The Legal Basis: Construction Products Regulation (CPR) and hEN
CE marking of reinforcing steel in the European Union is governed by Regulation (EU) No 305/2011 — the Construction Products Regulation (CPR). Under the CPR, CE marking on a construction product means the manufacturer has assessed its performance against a harmonised European standard (hEN) and issued a Declaration of Performance (DoP).
For reinforcing steel bars and coils, the relevant harmonised standard is EN 10080:2005 — the European standard for weldable reinforcing steel. EN 10080 covers the geometrical and mechanical requirements (rib pattern, yield strength, tensile/yield ratio, elongation) for bars and coils used in reinforced concrete. It is supplemented by national application documents — in Germany, DIN 488 — which define the specific grade requirements (B500A, B500B, B500C) applied at national level.
An important nuance: EN 10080 defines the test methods and technical delivery conditions for CE marking, but the grade designations and threshold values (e.g. yield ≥500 MPa, Agt ≥5.0% for B500B) come from the national standards. Specifiers must therefore reference both EN 10080 (for CE conformity) and DIN 488 or the applicable national annex (for grade requirements).
What CE Marking on Rebar Actually Certifies
The CE mark on a rebar bundle tag or the accompanying DoP certifies that:
- The manufacturer operates a Factory Production Control (FPC) system audited by a notified body
- The product has been assessed against the relevant hEN (EN 10080) performance characteristics
- The declared performance values (grade, yield, elongation, rib geometry) have been tested and documented
- The DoP is available to trace the specific product standard, assessment system, and notified body
CE marking does not by itself guarantee suitability for a specific project. It is the designer’s and procurer’s responsibility to verify that the declared performance (e.g. grade B500B per DIN 488) matches the project specification. The CE mark is the entry ticket to the EU market — structural suitability is confirmed by the engineer of record.
Assessment and Verification of Constancy of Performance (AVCP)
Reinforcing steel falls under AVCP System 2+ under the CPR. This means:
- The manufacturer carries out initial type testing and continuous internal FPC (Factory Production Control)
- A notified body (e.g. a European Technical Assessment Body or accredited certification body) audits and certifies the FPC system — initially and at regular surveillance intervals
- If the FPC audit passes, the notified body issues a FPC Certificate, which the manufacturer references in the DoP

For export outside Germany — to the Middle East, Africa, or Southeast Asia — CE marking under EN 10080 is often accepted as the quality benchmark by project specifications and international financing bodies, even where local standards differ. Buyers in those markets typically request the DoP alongside the EN 10204 3.1 MTC as the standard documentation package.
Verifying CE Marking Before Purchase
Before accepting a CE claim from any rebar supplier, buyers should:
- Request a copy of the current DoP and check that the product description matches what is being ordered
- Verify that the notified body number on the DoP is listed on the EU NANDO database (ec.europa.eu/growth/tools-databases/nando/)
- Confirm that the FPC certificate referenced in the DoP is current and has not lapsed
- Check bundle tags on delivery for the CE symbol, grade mark, notified body number, and DoP reference
