What Is EN 10204 and Why Does It Matter for Rebar Procurement?

EN 10204 is the European standard that defines the types of inspection documents issued by manufacturers for metallic products — including reinforcing steel bars, coils, and mesh. First published as a harmonised European standard, it replaced older national certificates and is now the universal reference for steel product documentation across the EU and in international B2B procurement.

For contractors, importers, and project buyers sourcing DIN 488 / EN 10080 compliant rebar, EN 10204 certificates are the primary proof that the supplied material meets the specified mechanical and chemical properties. Understanding which certificate type your project specification demands — and what each actually guarantees — prevents costly delays at customs, at the mill, or during structural audits.

EN 10204 defines four main document types, grouped into two categories: non-specific inspection (2.1 and 2.2) and specific inspection (3.1 and 3.2). The higher the number, the greater the level of independent verification and traceability.

Type 2.1 — Declaration of Conformance

A 2.1 document is a declaration by the manufacturer stating that the products supplied conform to the requirements of the purchase order. It contains no actual test data. The declaration is validated solely by the manufacturer’s authorised representative.

Use cases for 2.1 are limited in structural rebar supply. It is sometimes acceptable for low-grade auxiliary steel products, spacers, or tying wire, but is almost never sufficient for load-bearing reinforcing bars on engineered structures. If a supplier offers only a 2.1 on B500B bars, treat that as a red flag.

Type 2.2 — Test Report

A 2.2 document goes further: it includes actual test results based on non-specific inspection — meaning the data comes from tests carried out on the same type of product, but not necessarily on the specific heat or cast being supplied. The results are validated by the manufacturer’s authorised representative.

2.2 certificates are common for standard catalogue products where consistent production parameters make batch-level testing representative. For rebar, a 2.2 may satisfy some domestic or lower-risk procurement requirements, but international project specifications — particularly those requiring traceability back to the exact heat of steel — will typically demand a 3.1.

Type 3.1 — Inspection Certificate (Mill Test Certificate)

The 3.1 Inspection Certificate — widely known as a Mill Test Certificate (MTC) — is the standard document for structural reinforcing steel in international trade. It contains test results from the specific batch, cast, or heat being supplied, and is validated by the manufacturer’s authorised inspection representative, who is independent of the production department.

A compliant 3.1 MTC for B500B rebar will include:

  • Heat/cast number and chemical composition (C, Mn, Si, P, S, N, Ceq)
  • Mechanical test results: yield strength Re (≥500 MPa), tensile strength Rm, ratio k = Rm/Re (≥1.08 for B500B), and uniform elongation Agt (≥5.0%)
  • Geometry verification: diameter, rib geometry, weight per metre
  • Reference to the applicable standard (DIN 488 / EN 10080)
  • Authorised signatory of the manufacturer’s inspection body

3.2 is typically required for:

  • Nuclear, offshore, or critical infrastructure projects
  • Projects where the buyer’s engineer or an approved third-party inspector (e.g. SGS, Bureau Veritas, TÜV) must witness and co-sign testing
  • Procurement contracts that specify “third-party inspection at origin”

How to Specify the Correct Certificate in Your Purchase Order

When issuing a purchase order or RFQ for reinforcing steel, always state the required EN 10204 certificate type explicitly. A common clause reads: “Material to be supplied with EN 10204:2004 Type 3.1 Inspection Certificate, specific to the supplied heat, showing full chemical and mechanical test results per DIN 488 / EN 10080.”

If your project specification references an older national standard (e.g. DIN 50049 or BS 5700), note that EN 10204 supersedes these. The certificate types map broadly as follows: old 2.1 ≈ EN 10204 2.2; old 3.1.A ≈ EN 10204 3.1; old 3.1.C ≈ EN 10204 3.2.

Most EU-funded infrastructure and building projects require materials to be traceable to their source heat and to demonstrate conformity with the specified standard.
